| The mission of Tillamook County Public Safety Chaplaincy is to provide emotional and spiritual support to public safety personnel and to citizens that experience traumatic events.

John Elms

Chaplain John Elms knows the stresses of police work after serving 30 years as an officer with Albuquerque and Los Angeles Police Departments and as a Postal Inspector. John’s unique gifts and life time of service in law enforcement has enabled him to minister to law enforcement personnel and their families. John responds to the needs of law enforcement officers and community crises such as fatal accidents, suicides, homicides, and domestic issues. He is also certified in Critical Incident Stress Management.
John is a Master Level Chaplain with the International Conference of Police Chaplains.
John is also a national disaster responder. He has used his training and spiritual gifts to minister to survivors of earthquakes, floods, hurricanes and air crashes, including the World Trade Center attacks in New York City.
John has been married to Carol, also a chaplain, for over 40 years.

Carol Elms

Chaplain Carol Elms, a retired educator, has been married to John Elms, a law enforcement officer and chaplain for over 40 years. She has personally experienced the stresses police families encounter as they support their officers. She knows the needs of the families of first responders, especially police officers.
Carol understands the importance of the family and the need for compassion after the loss of a loved one. She specializes in providing care for families in times of trauma. Carol is a master level chaplain with the International Conference of Police Chaplains. She is also a Certified Instructor with the International Conference of Police Chaplains.
Carol is a national disaster responder with the American Red Cross. She has ministered to survivors after the World Trade Center bombing, Hurricane Katrina, Joplin tornados and other local and national disasters.

Carol Brown

Chaplain Carol Brown has been a north Tillamook County resident since November 1979. She has served as City Administrator-Municipal Judge for the City of Rockaway Beach, Account Executive for Tillamook PUD and the Executive Director of the Tillamook County Pioneer Museum. She is currently vice president with TLC Credit Union.
Carol and her husband, Joe Ockenfels, own the charter vessel Siggi-G and take people deep sea fishing in the summer months. Joe and Carol have a blended family consisting of Lenny Brown (1970) Courtney Brown Fortenberry (1986) and Thomas Ockenfels (1987). Carol has discerned her call to serve outside the local church extending God’s love to all people.

Linton Whittles

Chaplain Linton Whittles was born and raised in Bridgeport, Connecticut, where he met and married his wife, Wynne. They have been happily married for forty two years. Linton completed his education at Baylor University with a major in Religion and a minor in Sociology. After college Linton joined the Marine Corps and went through officer training at Quantico, Virginia. Following additional training in Artillery, he did a tour in Vietnam in 1968 and 1969 serving with both infantry and artillery, mostly along the DMZ with the Third Marine Division. Linton finished his time in the Marines at Camp Lejeune. Upon discharge from the Marine Corps, the couple shipped all of their things, sight unseen, to Tillamook, Oregon.
"We immediately fell in love with Tillamook County, and have been residents here at Sandlake since January of 1971. We have three children and ten grandchildren, seven of whom are boys. I have been a pastor here in South County for the past 38 years." For the last few years Linton has served as a chaplain for the Nestucca Rural Fire Protection District.
Linton's recreational interests include: bow-hunting; fishing; scuba diving and shooting.

Chaplain John Olson

Chaplain John Olson joined the TCSO chaplain team in 2012. John is a pastor in North Tillamook County. He holds a bachelor's degree in Bible and communications from Moody Bible Institute in Chicago, Illinois and is currently pursuing his master's degree in spiritual formation and discipleship from Moody Theological Seminary. John worked in Christian radio prior to his 2008 call to minister in Tillamook County. He is a native of Burlington, Iowa. John is passionate about working with and caring for the families of our communities.
Congratulations to Chaplain John Olson! He graduated from the Police and Fire Chaplains Academy, Burien, Washington in May 2012.

Chaplain Chris Shiomi

Chaplain Chris Shiomi was born in North Dakota and raised in Southern California. Chris has received his BA from UC Riverside in Chemistry and his MBA from National University. He has also attended Talbot Theological Seminary in La Mirada, CA. He has served three years in the mission field. He has been married for 16 years and he and his wife, Yuki, have a daughter and a son. They all moved to Tillamook County two years ago. He currently works at Tillamook County Creamery Association.
