14 Arrested in Drug Raids

Tillamook County Sheriff Todd Anderson announced that narcotic search warrants were executed on four suspected drug houses in Tillamook County on Saturday morning. Fourteen people located in the homes during the service of the warrants were arrested, with more expected in the coming weeks.

"These warrants were the culmination of an almost year-long investigation by the Tillamook County Narcotics Team (TNT) and the Oregon State Police's Meth Initiative Team (MIT)," said Sheriff Anderson.

The Tillamook County Sheriff's Office (TCSO), Oregon State Police (OSP), Rockaway Beach Police, Manzanita Department of Public Safety, Tillamook City Police, and the city of Garibali's contract Sheriff's Deputies all participated in the raids. TCSO's narcotic detection K-9, Hoover, and an OSP K-9 were also deployed during the operation and successfully located hidden narcotic stashes.

Sheriff Anderson reported that the locations of the warrants were: 402 Acacia St in Garibaldi, 306 Eighth St in Garibaldi, 19470 2nd St in Rockaway, and 12510 Hugo St in Nehalem. "Detectives seized an unspecified amount of methamphetamine and marijuana, firearms, cash, drug packaging material, scales, and other drug paraphernalia and evidence from these locations," said Anderson.

Three children found living in one of the homes were placed in protective custody with the Department of Human Services. Charges of Child Neglect in the First Degree and Endangering the Welfare of a Minor are also expected as a result of this investigation. A 17 year-old juvenile located in one of the homes was released to a family member.

The following people were arrested on Saturday, January 5, 2008, in connection with the narcotic warrant executions:

  • Renate Mae O'Quinn, 18, of Garibaldi
  • Gavin Alexander Duncan-White, 26, of Manzanita
  • Dean Markus Mastrud, 50, of Nehalem
  • Sandra Bernice Shaw, 44, of Nehelem
  • Elinor Sue Fisher, 62, of Nehalem
  • Leslie Renee Shaw, 25, of Nehalem
  • Clinton Earl Hill, 33, of Nehalem
  • Leland Jay Hemenway, 30, of Nehalem
  • Bonnie Rene Taylor, 43, of Nehalem
  • Shari Sue Fitzgerald, 43, of Rockaway
  • Phillip Matthew Crivella, 43, of Rockaway

    According to Sheriff Anderson, the investigation continues and he expects indictments against some of those already arrested, and others yet in custody. "We consider this to be a very successful operation, and it would not have been possible without the assistance of concerned community members, and all of the agencies involved," said Anderson.
